Public introductory course: ten learning areas

  1. Field role and boundaries

Observation and accurate documentation, not citations or confrontation. Respect ownership, permissions and the limits of training.

  2. Stormwater and environmental regulations

Introduction to storm drains and possible waste pathways, and how federal, California and local rules differ by jurisdiction. Training does not establish site-specific noncompliance.

  3. Field safety and professional conduct

Weather, traffic, moving trucks, gates, trip hazards, hazardous material and respectful public interaction.

  4. GPS and site identification

Location accuracy, approximate addresses, multiple enclosures on one parcel and duplicate records.

  5. Field photo documentation

Clear context images, lawful vantage points, descriptive labels, timestamp integrity, no fabricated imagery.

  6. Waste stream basics

Visible differences between landfill trash, recycling, cardboard and organics without opening containers.

  7. Enclosure and container components

Recognize lids, roofs, gates, containment surfaces and visible maintenance concerns.

  8. Drainage and possible exposure pathways

Understand slope cues, nearby storm drains and uncertainty without alleging that pollutants reached a waterbody.

  9. Integrity, quality assurance and privacy

Objective observation, security of owner records, incident reporting, ethical review and respectful communication.

  10. Practice scenarios and field readiness

Discuss hypothetical cases and what additional evidence or supervision would be needed before any operational use.

Download the printable education collection

Print-friendly visual learning sheets covering 8 Volunteer Academy topics and 10 public introductory Inspector Academy topics. Choose your paper size. The 18-page collection is educational reference material—not a complete inspector manual, professional credential or municipal certification.

Both files contain the same 18 educational topics in different print formats. Full online lessons and self-checks remain available above.

Structured professional learning and restricted materials

An advanced internal curriculum exists for authorized instructors and field staff, including detailed inspection workflows, evaluation, standards and reviewer resources. Access to proprietary manuals, operational scoring, examination answers, private GIS records and employment documents is restricted and granted only after authorization. These materials are not public downloads.

Training, assessment and credentials

Any future program-issued completion record will state exactly what was assessed and by whom. It is not a professional license, municipal authority, external accreditation or promise of paid work. Supervised assessment and document approval remain separate from reading lessons online.
