INTRODUCTORY INSPECTOR ACADEMY · TOPIC 1 OF 10
1 — Role of the Field Observer

Documentation only
A nonprofit mapper or independent field observer can photograph and describe a condition with permission; they do not issue citations, legal notices or fines.
Be factual
Separate what was observed from inference and avoid presenting photographs as proof of a legal violation.
Professional contact
If approached, identify the voluntary project accurately, explain that you are gathering observations and disengage promptly if asked or if conditions become unsafe.
Practice scenario
A worker asks if you are issuing a fine. Explain that your role is educational documentation and that only the proper authority can make official determinations.
Knowledge check
May a community inspector issue a citation?
Recommended answer: No. Enforcement requires lawful government authority.
This self-check is educational. It does not issue a certificate, authorization, exam score or continuing education credit.
