INTRODUCTORY INSPECTOR ACADEMY · TOPIC 2 OF 10
2 — Stormwater and Regulatory Literacy

Water pathways
Rainfall may carry materials from paved surfaces into storm drains and downstream waters. Infrastructure arrangements differ among communities.
Regulatory context
The Clean Water Act and municipal stormwater permits set responsibilities for applicable operators and jurisdictions. California's organics rules involve separate duties. No photo automatically establishes that any rule was violated.
Use current sources
Before giving location-specific advice, staff must check the applicable permit, local ordinance and current regulatory interpretation with authorized experts.
Practice scenario
You see containers with open lids near a storm drain. You may describe observed conditions; you cannot claim a specific business broke a particular permit requirement without a qualified jurisdictional determination.
Knowledge check
Is a visible condition equivalent to a CWA violation?
Recommended answer: No. An authorized determination requires additional evidence and applicable legal standards.
This self-check is educational. It does not issue a certificate, authorization, exam score or continuing education credit.
