Lesson 3 — Safe Community Mapping

The Adopt-A-Dumpster community program uses lawful observation, not enforcement. No photograph is worth entering an unsafe loading area, confronting someone or ignoring property restrictions.
Access and permission
Stay on public areas or private areas you have permission to use. Never climb a fence or enter a locked enclosure.
Keep distance
Stay away from moving haulers, backing trucks, traffic lanes, slippery pavement, sharp debris, animals and standing water. Do not map during hazardous weather or in low visibility.
Respect people and privacy
Avoid identifiable faces, license plates and private documents. If someone objects or the situation changes, disengage and leave.
Hands off
Never open a lid, move containers, handle trash, test a liquid or attempt to clean a suspected spill.
Practice: what would you do?
The only clear photograph requires standing in a loading lane while a hauler is backing up. Do not take it. Record a safe observation later or select another site.
Check your understanding
Open each question to check the recommended answer. These informal self-checks do not award a grade, qualification, points or certificate.
1. Is walking through a locked gate acceptable for a clearer photo?
Learning feedback: No. Never pass through a locked gate or closed enclosure to obtain a photo. Observe only from a lawful, safe public location or an already accessible area where you have clear permission. If a site is inaccessible, leave it unphotographed and do not enter.
2. What if a person becomes confrontational?
Learning feedback: Disengage and leave; never argue about a business's practices.
3. Should an observation be submitted from moving traffic?
Learning feedback: No. Stop only at a safe, legal location and follow applicable road rules.
Continue learning
Educational observations are not legal findings. Do not trespass, touch waste or publish private property information.
