Why this resource matters

A pilot should be easy for a city team to understand before anyone discusses procurement or regulation. The model is designed as a defined local test with clear boundaries: it does not replace permits, inspections, local codes or MS4 obligations, and it does not give the nonprofit regulatory authority.

Key points

  • Define a manageable pilot area or voluntary participant group.
  • Coordinate education, outreach, sponsor participation and site documentation within an agreed scope.
  • Track participation, resource engagement and documented maintenance or improvement actions.
  • Keep municipal endorsement, enforcement and procurement decisions separate from nonprofit program participation.
  • Close the pilot with a concise summary of activities, lessons learned and recommended next steps.

Educational and program information only. Local requirements, site conditions and regulatory decisions vary by jurisdiction.
